FRUS 1958–1960 Vol. XIX

I do not feel that we have a case which is altogether defensible. … We are, in effect, demanding that these islands be a 'privileged sanctuary' from which the Chinats can wage at least political and subversive warfare against the Chicoms but against which the Chicoms cannot retaliate.

Within international waters, that is, beyond the three-mile limit, give convoy protection and escort to the extent you feel militarily necessary and to the extent GRC Forces cannot fulfill this task. US forces will maintain the principle of 'freedom of the sea' in the Taiwan Straits by actions confined to international waters.

General Taylor explained in this regard that we had found in Korea that while we could severely harass enemy gun emplacements by the use of conventional artillery fire and napalm we could not knock out the positions altogether. Physical elimination of the gun emplacements could be effected only by nuclear fire.

It is not certain, however, that the operation could be thus limited in scope or time, and the risk of a more extensive use of nuclear weapons, and even a risk of general war, would have to be accepted.

As a military man, President Eisenhower felt that it was extremely foolish, utterly mad, military strategy to put the cream of the GRC's forces in positions of this kind. Ambassador Yeh said that Quemoy was not regarded as a base but as an outpost. The Secretary responded that you wouldn't put 40 percent of your forces on an outpost position.
